That overtake is illegal, you must not cross a solid white line to enter a hatched area except for in an emergency as per Highway Code rule 130, there is 1 exception however, on a single carriageway at the end of an overtaking lane where 2 lanes reduce into 1 lane you may legally cross a solid white line to enter a hatched area for any of the reasons mentioned for double white lines as per Highway Code rule 129.

That’s terrible driving, double white lines with hatched markings to the side is emergency use only.

Why were you in an overtaking lane when not overtaking? The extended broken white lines on your left only appear at 0.04 which is when you should start lane changing for a junction. Or are you one of those drivers who choose a lane miles away and to hell with inconveniencing any one else?

I get if he had stayed there and you had to fall back but this just seemed like a non event to me 🤷‍♂️
